The Department of Veterans Affairs, Veterans Integrated Service Network 22, is preparing to issue a solicitation for Non-Emergent Wheelchair, Stretcher, and Ambulatory Transportation Services at the Southern Arizona VA Healthcare System in Tucson, AZ. This requirement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that are properly certified with the government. The contract, anticipated to be awarded through a competitive process, will be a fixed-price indefinite delivery/indefinite quantity (IDIQ) with an estimated total value of approximately $19 million. The scope involves providing 24/7 transportation services for eligible veterans, including door-to-door and coordinated transport, with strict adherence to safety, staffing, vehicle standards, and VA-specific systems such as VetRide. The solicitation is expected to be released around July 18, 2025, with proposals due by December 1, 2025, and a site visit scheduled for November 10, 2025. The contract will incorporate numerous FAR and VAAR clauses emphasizing compliance with federal acquisition standards, cybersecurity, privacy, and safeguarding sensitive health information. Offerors must demonstrate technical capability through management and quality control plans, and past performance will be evaluated for relevance and recency. The procurement emphasizes a trade-off evaluation process where technical and past performance factors are more significant than price, aiming to select the most advantageous offer. Key contractual provisions include rigorous personnel background checks, HIPAA compliance via Business Associate Agreements, and restrictions on foreign equipment and services to protect data security. The solicitation also details specific instructions for proposal submission, requiring separate electronic volumes—one for technical and management information, and another for pricing—submitted via email by the specified deadline. Additional requirements cover insurance, security clearances, conflict of interest mitigation, and detailed representations and certifications, including entity identifiers, socioeconomic statuses, and disclosures related to foreign involvement and ownership structures.
