The project involves comprehensive drainage improvements at multiple locations in Poteau, Oklahoma, primarily focused on replacing and upgrading culverts and reshaping drainage corridors to ensure proper water flow and eliminate standing water. Work includes removing the existing culvert at the end of Summerfield Ln and installing a minimum 24-inch diameter culvert with new rebar and concrete poured to meet city specifications. Earthwork extends from approximately 10 feet north of Summerfield Ln along a north-south corridor between the LEAP site and the new development, requiring excavation, grading, and reshaping of a 6-foot-wide drainage ditch to achieve positive slope toward Williams Ln and ultimately the train tracks. All debris, rocks, metal, and vegetation must be removed from the ditch and surrounding areas, including grass cutting within 10 feet of the fence at Unit 219 on Curtis Ln and trimming trees and vegetation 5 feet away from Curtis Ln on the adjacent empty lot. A new culvert must also be installed and the ditch cleaned out near Williams St, connecting the rental properties to the train tracks with full grading to prevent water pooling. The property must be restored to a mowable condition upon completion, and all work must comply with the 2019 International Residential Code and applicable state and local licensing requirements. Contractors are required to conduct a mandatory site visit before bidding, and no change orders will be permitted for conditions observable during that visit. The Choctaw Nation Housing Authority is the procuring entity, and the solicitation is governed by Indian Preference, giving priority to Indian-owned businesses and organizations. Davis Bacon wage provisions apply if federal funding exceeds $2,000. All permits and utility line locates are the contractor’s responsibility, along with full cleanup and waste removal. Colors for the project will be selected by the Property Manager, Leslie James, and all material quantities and measurements are the contractor’s sole responsibility.
