The project involves addressing critical drainage issues in Poteau, Oklahoma, under the Choctaw Nation Housing Authority, with work focused on the area around Summerfield Ln, Curtis Ln, and Williams St. Key tasks include removing the existing culvert at the end of Summerfield Ln and installing a minimum 24-inch diameter culvert, followed by cutting out and repouring concrete to meet city standards. Earthwork extends from approximately 10 feet north of Summerfield Ln along a drainage corridor between the LEAP site and the new development, requiring excavation, reshaping, and grading to ensure positive southward drainage toward Williams Ln. The ditch must be widened to approximately six feet, with adjacent areas graded to allow for mowing with a push mower. All rocks, metal, trash, and debris must be removed from the work area. Grass must be trimmed within ten feet of the fence at unit 219 on Curtis Ln, and trees and vegetation must be cleared five feet from Curtis Ln on the adjacent empty lot. At Williams St, the culvert will be removed and replaced with a properly sized unit, and the ditch running from nearby rental properties to the train tracks must be cleaned and graded to eliminate standing water and ensure reliable drainage to the tracks. All work must comply with the 2019 International Residential Code, and the contractor is responsible for securing all necessary permits and line locates. A mandatory site visit is required prior to bidding, and no change orders will be approved for conditions that could have been observed during this visit. The contractor must perform complete site cleanup, remove all debris and waste, and restore the yard to a mowable condition. The property manager, Leslie James, retains authority to select all colors used in the project and will oversee final approval. The contractor must independently verify all measurements and material quantities needed.
