Presidental Executive Orders Related to Fuels Reduction and Wildfire Management. EO 14308 Empowering Commonsense Wildfire Prevention ad Response: Fuel Reduction Mandates: Agencies directed to promote prescried burns. Surplus vegetation including all western juniper trees not exhibiting old growth characteristics will be hand severed using a saw or loppers at the lowest stump height. Leave trees maybe requested in the task order to be left on each acre treated; task order will specify number or size limit of leave trees, spacing and type, if necessary.
