Northwest Recreation Complex Concession Operations and Associated Services

The City of Apopka is seeking a qualified vendor to provide comprehensive concession services at the Northwest Recreation Complex, a 270-acre premier recreational facility featuring 12 baseball/softball fields, 16 multipurpose fields, tennis and basketball courts, beach volleyball courts, a 1,300-seat amphitheater, playgrounds, an outdoor fitness pavilion, and a paced walking trail. The selected vendor will operate four on-site concession stands, offering a diverse menu of affordable, high-quality food and beverage items including bottled water, soft drinks, hot dogs, hamburgers, sandwiches, snacks, frozen treats, and healthier alternatives, while strictly prohibiting alcoholic beverages, tobacco, vape, cannabis, fireworks, and glass containers. The concessionaire must adhere to the City’s approved operating schedule aligned with over 75 annual athletic tournaments and events, and ensure full compliance with all local, state, and federal health and safety regulations, including strict sanitation standards, proper food storage, pest prevention, and waste disposal practices. The contract has an initial term of one year with the option for up to four additional one-year renewals at the City’s discretion. Proposals must include a detailed statement of capabilities, operational plan, staffing strategy, menu and pricing structure, proof of licenses and insurance, and a financial offer based on one of three models: a flat monthly fee, a base fee plus revenue share, or a pure revenue share arrangement, with a minimum monthly payment of $4,000 required. Evaluation will be based on a weighted point system emphasizing the proposer’s experience, completeness of submission, and ability to meet the scope of services, with award determined through a best-value trade-off, not on lowest price. The vendor must carry general liability insurance of $1 million per occurrence and $2 million aggregate, workers’ compensation as required by law, and auto liability coverage of $1 million, all naming the City as additional insured with waiver of subrogation and issued by an A.M. Best A-VIII or better rated carrier. Background checks may be required for staff, and all personnel must maintain professional conduct, with any misconduct resulting in removal at the vendor’s expense. The vendor is responsible for securing inventory and equipment, reimbursing the City for damages, complying with access and security protocols, and may not sublease or assign obligations without written consent.
