Notary Public Course Instruction and Examination Development

The Office of the Secretary of the Commonwealth is soliciting proposals under URFP-128780 to develop a mandatory Virginia Notary Public Course of Instruction and Examination. The project requires the creation of a curriculum and examination for adult learners that complies with Virginia law and is designed for hosting on the agency's in-house Learning Management System. The primary deliverables include the completion of curriculum development by January 1, 2027, and full implementation by July 1, 2027. While materials must be provided in English, vendors may provide optional pricing for Spanish and Korean versions. The contract also includes a requirement for 12 months of material maintenance and support to ensure content remains current with statutory changes. Proposals are due by October 14, 2026, and must be submitted electronically via the eVA portal. Award priority is given to DSBSD-certified micro and small businesses, including women-owned and minority-owned enterprises. Evaluation is based on a best-value determination, with scoring weighted toward technical approach and experience (35 points each), followed by maintenance and support (15 points) and price (15 points). Selected vendors must adhere to strict Commonwealth standards, including anti-discrimination policies, drug-free workplace requirements, and prohibitions on forced child labor. Payment is processed within 30 days of receiving an acceptable invoice.
