The U.S. Army Corps of Engineers, Northwestern Division, Seattle District (NWS) intends to seek approval in accordance with 10 U.S.C. 2304(c)(1) &  RFO 6.103-1(c)(2) for a Justification and Approval (J&A) to increase the capacity on the below listed contracts associated with the solicitation number (W912DW-19-R-0020):

This original procurement was conducted in accordance with the Selection of Architects and Engineers Statute (Brooks Act). It was open to all A-E firms regardless of size. The Government awarded eight (8) contracts including four (4) unrestricted awards and four (4) small business awards. The total capacity of the initial Multiple Award Task Order Contracts (MATOCs) was $85,000,000 for a term of seven (7) years. The District is seeking to increase the capacity on this MATOC by $10,000,000.


This increase in shared capacity is necessary to address modifications to Task Order requirements that were not anticipated at the time of the initial MATOC solicitation.  The unexpected rise in mission requirements necessitate the increase to the AE MATOC capacity so that NWS that can quickly respond to these requirements. With additional capacity, the current AE MATOC can provide the necessary support with little or no delay or duplication of costs.The increase in shared capacity will strictly be limited to modifications to existing task orders.


Responses to this notice must be received by email to the point of contract (POC) Russ Armstrong (Russell.J.Armstrong@usace.army.mil) and Kyla Couch (Kyla.M.Couch@usace.army.mil) no later than 9 June 2026, 2:00 pm (Pacific Time) as indicated by this notice. The Agency will not accept any responses received after this time and date.
