SYNOPSIS: The National Institute of Standards and Technology (NIST) hereby provides notice of its intent to negotiate a six-month extension to an existing purchase order (SB1341-13-SE-0289) with Copper River Information Technology, LLC, 1577 C St, Suite 201, Anchorage, AK 99501-5164. The applicable authority is FAR 13.106-1(b)(1). A Justification for Other than Full and Open Competition has been prepared. The NIST has a sole source requirement for the continuation of Disaster Recovery Support Services and Testing for NIST, to act as a "bridge" to the new competitive award for these services. The requirement of an IT contingency plan/disaster recovery plan for systems is outlined in the respective system security plans as required by the following laws, policies, and regulations: Public Law 107-347 E-Government Act of 2002, Title III, Information Security; Federal Information Security Management Act of 2002; OMB Circular No. A-130, Appendix III, Security of Federal Automated Information Resources; NIST Special Publication 800-34, Contingency Planning Guide for Information Technology Systems; and NIST Special Publication 800-53, Recommended Security Controls for Federal Information Systems and Organizations. This requirement includes the formulation and implementation of an IT contingency plan/disaster recovery plan that is comprised of detailed guidance and procedures for restoring critical automated systems quickly and effectively following a service disruption is a vital service that ISD provides to its customers. The proposed contractor, Copper River Information Technology, LLC, has the necessary capability and expertise to ensure that in the event of a disaster event at NIST, maintenance of critical data, as well as the restoration of data following a service disruption requiring a contingency plan for recovery (providing facilities and equipment) will be readily available and easily implemented. This six-month extension is meant to act as a "bridge" while the Government solicits and awards a new purchase order for these services. The Government cannot experience any form of lapse with these services. Furthermore, there must be continuity of services for the Disaster Recovery exercise that the agency must run in Q2/Q3 of FY2019. An extension of the existing order with Copper River Information Technology, LLC is the only way to ensure there is no lapse, particularly if there is a lapse in appropriations due to a Federal Government shutdown in December 2018 Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Chantel Adams by email at chantel.adams@nist.gov, no later than 5:00 p.m. Eastern Time on Wednesday, December 19, 2018.
