The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) plans to award a limited source task order to Iron Mountain Information Management, LLC under their GSA Schedule GS-03F-049GA for the pickup, storage, and scheduled return of backup magnetic media. Iron Mountain, the incumbent contractor, provides off-site data storage services with advanced facilities and an automated bar-code controlled accounting system compatible with OSTI's tape backup systems. Key requirements include that the contractor’s facility must be within 25 miles of the OSTI facility in Oak Ridge, TN to ensure media delivery within four hours and must comply with specific vault certification requirements. Iron Mountain’s Knoxville, TN facility meets these criteria. This contract will be for a one-year base period with four optional years. OSTI has determined that only Iron Mountain can satisfy this requirement due to its unique capabilities and geographic proximity, making the contract a sole source procurement under FAR Part 6.302-1(b)(1)(i). While interested vendors may submit responses by August 4, 2017, any decision not to compete the order remains at the government's discretion. Costs associated with switching providers, such as transportation of over 800 tapes and implementing a new numbering system, contribute to this determination. Respondents must be registered in the System for Award Management (SAM) before award, and inquiries are directed to OSTI’s point of contact, Tammy Payne.
