Rocket Systems Launch Program (RSLP) Innovative Delivery of Effects (RIDE) Supplemental Request for Information (RFI) – Industry Statements of Capability (SOCs)
Solicitation # RIDE2026
The Space Systems Command's Rocket Systems Launch Program is implementing the Innovative Delivery of Effects acquisition strategy to provide responsive space, experimental, and research, development, test and evaluation launch services for the Department of War and other government agencies. This strategy succeeds the OSP-4, SRP-O, and SRP-4 programs and aims to support a wide range of missions, from low Earth orbit payloads to suborbital vehicle development. The government is contemplating the use of two multiple-award indefinite-delivery indefinite-quantity contract vehicles. One IDIQ will focus on commercial Space Transportation Services using fixed-price structures, while the second will address non-commercial Space-Related Activity launch services, which may involve complex research and development and utilize hybrid cost-reimbursement and fixed-price task orders. The current supplemental request for information seeks statements of capability from industry to refine acquisition requirements and determine commerciality. Interested companies must provide details on their flight heritage, launch vehicle production processes, and their ability to meet mission assurance requirements. The government is specifically looking for feedback on streamlining mission assurance practices and identifying high-value deliverables for minimum award guarantees to avoid duplicating previous acquisitions. Potential contractors for the non-commercial IDIQ must demonstrate the ability to perform cost-reimbursement contracts, including maintaining approved accounting systems. An industry day is scheduled for September 22 through 23, 2026, at Kirtland Air Force Base, with statements of capability due by October 2, 2026.

The Naval Air Systems Command plans to award a sole-source, indefinite-delivery/indefinite-quantity contract to BAE Systems Information & Electronic Systems for the ongoing development, delivery, and sustainment of critical Theater Mission Planning Center subsystems, including the Targeting and Navigation Toolset, Geographic Information System, Conventional Prompt Strike Planning Tool, and CPS Command and Control Toolbox. This contract will have a base year followed by four option years, with an anticipated start in the first quarter of Fiscal Year 2027, and is justified under statutory authority permitting sole-source selection due to BAE Systems’ unique status as the original equipment manufacturer with exclusive access to proprietary technical data, source code, and specialized expertise necessary to avoid unacceptable delays. The procurement is not open to competition, as no other entity possesses the required capability, and the government has determined that awarding to any other source would significantly impede mission readiness. Interested parties may submit information prior to the response deadline to assist the government in evaluating whether competition is feasible, but submission does not guarantee a solicitation or award, and no financial or contractual commitment is implied. All inquiries must be submitted in writing via email to the designated point of contact, and potential subcontractors are directed to engage directly with BAE Systems.

Description: The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to BAE Systems Information & Electronic Systems (BAE Systems); San Diego, California, for the continued development, delivery, and sustainment of Theater Mission Planning Center (TMPC) subsystems. The contract duration will consist of a base year and four (4) option years with an estimated start of Quarter 1 of Fiscal Year (FY) 27.

BAE Systems is the Original Equipment Manufacturer (OEM) for the Targeting and Navigation Toolset (TNT) and associated capabilities, Geographic Information System (GIS), Conventional Prompt Strike (CPS) Planning Tool (CPT) software and hardware, and CPS Command and Control (C2) Toolbox (formerly Post Launch Execution (PLE) tool).

This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with Federal Acquisition Regulation (FAR) Subpart 6.103-1(c)(2)(ii), award of this follow-on requirement to any source other than BAE Systems would result in unacceptable delays. As the OEM, BAE Systems is the only source with the requisite in-depth knowledge and access to the proprietary technical data, software source code, and specialized expertise required to perform this effort without unacceptable delays.

FortiNet FortiGate Software License Renewals
Solicitation # N00019-26-RFPREQ-APM290-0806
The Naval Air Systems Command at Patuxent River, Maryland, requires renewal of Fortinet FortiGate software licenses to maintain critical communications security for the P-8A Poseidon aircraft. These renewals are essential to ensure ongoing support, updated threat protections, and operational integrity of existing firewall systems onboard the aircraft. Due to the proprietary nature of FortiGate technology—including the software, antivirus definitions, intrusion prevention files, and associated technical support—the U.S. Government lacks the necessary technical data package to replicate or independently support these systems. As a result, only Fortinet's authorized federal resellers are capable of providing the exact, mission-certified licenses and services required, making them the sole responsible sources under prevailing federal procurement authorities. This action is being conducted on a limited competition basis under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, recognizing the exclusivity of authorized Fortinet resellers. While this announcement serves as a notice of intent rather than a formal solicitation, the Government will evaluate any responses received within 15 days of publication to determine if full and open competition is feasible. All submissions must reference the solicitation number N00019-26-RFPREQ-APM290-0806 and be emailed to Contract Specialist Frank Schibler by 4:00 PM Eastern Time on June 11, 2026. Responses may influence the Government’s decision to proceed with a non-competitive award, and no formal bidding process is currently planned unless information submitted demonstrates otherwise.
