The Army Contracting Agency's Contracting Center of Excellence plans to award a sole source, time and materials follow-on contract to Science Applications International Corporation (SAIC) for the Army Flow Model (AFM), a sophisticated decision support system. This system serves the Army G8 by providing an integrated, rapid planning tool to evaluate both actual and hypothetical force structures and policies across multiple Army functional areas, including force structure, personnel, logistics, sustainment, training, infrastructure, and budgeting. The AFM is a complex software suite consisting of over 600,000 lines of code, originally developed by SAIC, which positions them uniquely with the necessary expertise and familiarity with the system's specialized data interchange requirements to continue this contract. The contract's base period runs from September 16, 2007, through January 15, 2008, with a two-month option period ending March 15, 2008. Because SAIC is deemed the only responsible source capable of performing this work, the contract will be awarded without competition under FAR 5.101(a)(2). Interested parties were invited to submit capability statements by August 6, 2007, including detailed descriptions of their qualifications and contact information. Submissions were to be emailed to the designated contracting specialist, with proprietary information clearly marked to ensure confidentiality. The government disclaims liability for any consequential damages related to technical information identified during this process. The effort falls under NAICS code 541511 and is managed by the W6QK Adap Support Office at Fort Belvoir, Virginia.
