U.S. Customs and Border Protection (CBP) issued a notice of intent to award a sole source contract under FAR 13.501 to SITA Information Networking Computing USA Inc. for the electronic transmission of airline data. The requirement, identified by solicitation number 70B04C21R00000075, is managed by the Office of Information and Technology (OIT) Enterprise Data Management and Engineering Directorate (EDMED). The scope involves obtaining Passenger Name Records (PNR), air cargo manifests, and other airline-related data and messaging to support the screening of people and cargo entering and exiting the United States. The contract structure consists of a base year with four one-year options. SITA was selected because of its existing commercial agreements with a large group of air carriers, which is necessary for CBP to access the commercial air carrier community for antiterrorism missions. This service is one of four approved secure network options, alongside the CBP Multi-protocol Label Switching (MPLS) Network, ARINC, and Internet Virtual Private Network (VPN). The procurement is classified under NAICS code 541519. A related award record indicates a contract value of 6,838,344.00 awarded to SITA Information Networking Computing USA Inc. based in Georgia.

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of FAR 13.501. U.S. Customs and Border Protection (CBP) intends to solicit and negotiate directly with SITA Information Networking Computing USA Inc. (SITA) for services to electronically transmit airline data to CBP. The CBP Office of Information and Technology (OIT) Enterprise Data Management and Engineering Directorate (EDMED) has a continuing requirement to electronically obtain Passenger Name Records (PNR), air cargo manifests, and other airline-related data and messaging in support of CBP's mission, and statutory and regulatory requirements, to screen people and cargo entering and exiting the United States. CBP currently has approved four secure network options to support the establishment of network connectivity between the carrier industry partners and DHS: (1) CBP Multi-protocol Label Switching (MPLS) Network; (2) ARINC; (3) SITA; and (4) Internet Virtual Private Network (VPN). SITA has commercial agreements with a large group of air carriers. Therefore, CBP must subscribe to SITA's services to have access to the entire commercial air carrier community that is required to support our antiterrorism mission. This requirement is for a base year plus four one-year options. No formal solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement which will be considered by the agency. Any such documentation must be received by 4:30 pm Eastern Time on June 9, 2021. All documentation must be submitted via email. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these services. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. For questions concerning this Notice of Intent, please contact Cynthia Young via email only at cynthia.c.young@cbp.dhs.gov.

The Department of Homeland Security, Customs and Border Protection (CBP) has issued a Request for Information (RFI) and Sources Sought notice for Integrated Logistics Division Maintenance and Logistics Support Services. This effort is for market research purposes to identify capable sources for corrective and preventative maintenance of both large-scale and small-scale Non-Intrusive Inspection (NII) equipment. The scope includes the execution of maintenance services, the provision of stakeholder reporting via dashboards and key process indicators, and the development of service level agreements. The maintenance workflow is managed through a 24/7 Maintenance Dispatch Center utilizing ServiceNow and MAXIMO to issue work orders and track completion. This opportunity is currently designated as a Small Business Set Aside, though the agency is using this RFI to determine if a small business or 8(a) set-aside is justifiable based on the availability of at least two capable firms. Interested respondents must submit their capabilities, business size status, and up to three past performance references by October 27, 2026, via email to the primary point of contact. Submissions are limited to 10 pages total, with a maximum of three pages per past performance reference and a total file size limit of 50 MB. This announcement is for planning purposes only and does not constitute a formal solicitation or a commitment to issue a procurement.
