PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to procure the following items for the Romanian Land Forces (RLF). This requirement will result in a Firm Fixed Price (FFP) FMS sole-source contract to Cubic Defense Applications, Inc. The hardware listed in the attachment will be integrated into the RLF Initial Homestation Instrumentation Training System (I-HITS). Therefore, all hardware and software shall comply with all existing system interfaces, MILES Laser Codes, Radio frequencies and EXCON Tracking software over the gateway that was previously fielded. An exact match to the previously fielded I-HITS system is required due to interoperability and stock of spares and repair parts fielded under the previous program. This effort also includes Operator/Maintenance Manuals and New Equipment Training (NET). PERIOD OF PERFORMANCE: The Period of Performance (POP) for this effort is 28 months after contract award. The effort will utilize FMS Section 2282 Funds that will expire 30 September 2016. ACQUISITION APPROACH: This action will be awarded in accordance with 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Cubic Defense Applications Inc., is the Original Equipment Manufacturer (OEM) of MILES I-HITS hardware items previously fielded to Romania.
