Defense Health Agency hereby publicizes its intention to solicit, negotiate, and award a Commercial service, Firm-Fixed-Price purchase order on a noncompetitive basis with MediaLab, Inc, CAGE 5KE81 of Address: 1745 N Brown Rd, Ste 300, Lawrenceville, GA 30043. The requirement is for the procurement of subscriptions and/or licenses to online programs that enables to organize policies and procedures, use internal paperless documentation, and manage and track document life cycles for document control on behalf of Naval Medical Center San Diego.


The requirement must be inclusive of 300 users, an exam simulator (MLS, MT, MLT) (5 seats), Histology Compliance and CE for 50 users, a quality variance module, an inspection preparation function, White Blood Cell Differential Simulator for 100 users, Advanced White Blood Cell Differential Simulator for 50 users, operational management function and personnel documentation function. These functions will allow the Government’s laboratory to meet and exceed all College of American Pathologists (CAP) regulations and recommendations. 


The Government intends to negotiate solely with MediaLab, Inc under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements and FAR Part 12, Acquisition of Commercial Products and Commercial Services apply.


A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The applicable NAICS Code is 513210, Software Publishers and the business size standard is $47.0 Million.
