PUBLIC NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER Description: The National Marine Fisheries Service (NMFS) intends to issue a sole source award utilizing Simplified Acquisition Procedures to the Eskimos, Inc. for fuel needed for our outboard motors and generators that do not have a Fleet Card. Our market research shows that there is only one provider for fuel in the area. A fuel account is needed in order to supply fuel for field work in Barrow, Alaska associated with the Arctic Coastal Ecosystem Study (ACES). The Government needs fuel for ATV's and outboard motors on multiple small vessels for a 2 - month period of time. Market research revealed Eskimo Inc. to be the only fuel company in Barrow, Alaska. The closest community is 100 miles away, and only accessible by boat or plane. This Notice of Intent is not a Request for Quotes. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this supply must respond in writing, response must be supported by clear and convincing evidence to clearly be able to provide services for products outlined above. A request for documentation will not be considered an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made. Response to this award is to be sent to stephanie.whiteley@noaa.gov or to fax number (907) 789-6004.

This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
