The Defense Health Agency intends to extend Firm-Fixed-Priced contract HT001125CE003 under Commercial terms and conditions and on a noncompetitive basis under the authority of Revolutionary Federal Acquistion Regulation Overhaul (RFO) 16.103-1; only one responsible source and no other supplies or services will satisfy agency requirements. The contract is performed by:

Services provide program-level communications expertise to develop strategic communications plans that include analyzing the information environment; describing current and upcoming phases of communications initiatives; identifying and developing goals and measurable objectives; creating strategies, tactics, and communications measurements; and defining analytics and metrics to measure performance and communication effectiveness and outcomes. Efforts include social media programs, senior leader communications, content management, strategic outreach, website management, and broadcast and video production supporting the Assistant Secretary of Defense for Health Affairs and the Director, Defense Health Agency.


The extension would continue services last competitively awarded under contract HT001120D0005, order HT001125F0062.  The agency is currently in source selection for the follow-on award with quotes received on June 12, 2026, under GSA eBuy request ID RFQ1786483 (agency solicitation HT001126QE006). The agency anticipates a 3-month extension ending November 29, 2026.


This is not a request for proposals. Any interested party that believes it can meet the requirement described herein may identify their interest and capabilities in response to this notice. Responses must be submitted by email to the points of contact no later than 4:00PM EDT on August 28, 2026.


Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. The agency will not consider sources other than small business under NAICS code identified in this notice.


All responding companies must be registered in System for Award Management (SAM). SAM registration means a registered Unique Entity ID (UEI), Commercial and Government Entity (CAGE) code, and completed FAR and Defense FAR Supplement (DFARS) representations.
