This notice of intent announces a sole-source, bridge contract award to BG Consulting Services for Medical Support Assistants and a Program Manager to support the NIH Patient Support Services Department. The contract spans a three-and-a-half-month period from March 16, 2026, through June 30, 2026, providing urgent, temporary continuity of critical patient support services while a full competitive procurement is completed. The incumbent contractor, BG Consulting Services, is uniquely qualified and has met all necessary certifications under the previous contract 75N90022D00013. This acquisition is conducted under FAR Part 13 Simplified Acquisition Procedures, specifically section 13.106-1(b)(1), which permits a sole-source award when urgency and continuity of service justify limited competition. As such, no solicitation or requests for quotations will be issued, and no formal evaluation process applies. The contract’s place of performance is Bethesda, Maryland, with oversight through the NIH Clinical Center, Office of Purchasing and Contracts, which also serves as the primary point of contact. While specific terms regarding pricing, packaging, inspection, or invoicing are not detailed, the estimated contract value is between $200,000 and $250,000, fitting within the simplified acquisition threshold. The bridge contract is designed to avoid disruption in patient safety and regulatory compliance during the transition period. No special contract clauses, security clearances, or option periods are specified beyond the urgent continuation rationale. Stakeholders may submit comments referencing this notice until March 11, 2026. Overall, the action ensures uninterrupted delivery of essential medical and program management support to NIH patient services during the interim procurement phase.

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

This procurement is for a three-and-a-half-month (03/16/2026 – 06/30/2026) contract for Medical Support Assistants (MSA) and Program Manager for the NIH Patient Support Services Department. This is a sole source ”bridge” contract because the services requested are urgent and immediate to provide continuity of service for patient safety and regulatory compliance. The existing contractor, BG Consulting Services, has been providing the services under an existing contract and they meet all the necessary qualifications and certifications. This current requirement is to temporarily continue services from their previous contract under 75N90022D00013 until the new services contract can be competed and awarded around.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 –Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

Clinical Research Support and Collaboration for NHGRI Protocols
Solicitation # 75N98026R00034
The National Institutes of Health Office of Acquisitions and Logistics Management, on behalf of the National Human Genome Research Institute, is soliciting proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide comprehensive clinical research support and collaboration services. This small business set-aside acquisition focuses on four primary task areas: protocol monitoring and data management, regulatory support for IND and IDE submissions, Data Safety and Monitoring Board (DSMB) support, and statistical expertise. The contractor must provide qualified personnel experienced in clinical trial design and regulatory requirements, with specific expertise in rare diseases, genetic conditions, gene therapy using AAV9 vectors, and both pediatric and adult populations. The contract features a three-year ordering period beginning January 1, 2027, with performance primarily occurring at the contractor's site and some travel to the NIH campus in Bethesda, Maryland. Award will be made on a competitive best value basis using a tradeoff approach, where non-price factors—including personnel, technical and management approach, offeror experience, and past performance—are significantly more important than cost. Task orders will be issued as either firm fixed-price or time and materials. The contract includes stringent requirements for cybersecurity, the handling of Controlled Unclassified Information, and compliance with Section 508 accessibility standards for all electronic deliverables. Proposals are due by November 13, 2026, and must be submitted via the NIH electronic Contract Proposal Submission website in separate technical and business volumes.
