AI Contract Overview
The National Institutes of Health Clinical Center’s Department of Perioperative Medicine intends to award a sole-source, fixed-price purchase order to BK Medical Holding Company, Inc. for the acquisition of E14CL4b Biplane Endocavity transducers specifically designed for transrectal and transvaginal use. The procurement falls under the Product Service Code 6515 and NAICS Code 339112, with performance located at the NIH campus in Bethesda, Maryland. The sole-source justification is based on the unique compatibility of this probe with existing BK Medical ultrasound systems used in Urology protocols, as no alternative manufacturer produces a comparable transrectal probe that can function with the department’s current equipment without requiring replacement of the entire ultrasound platform. The acquisition is being conducted under FAR Part 13 Simplified Acquisition Procedures, which permits non-competitive awards when only one source is reasonably available and the purchase does not exceed the simplified acquisition threshold. This notice serves as an announcement of intent, not a solicitation, and no formal quotes will be requested. Interested parties may submit comments and capabilities prior to the deadline of July 22, 2026, to the designated contracting specialist at the NIH Office of Purchasing and Contracts.

Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a fixed price purchase order to BK Medical Holding Company, Inc., located at 25 Corporate Drive, STE 230, Burlington, MA, 01803, on a firm fixed price sole source award basis to provide the required supplies to the National Institutes of Health DPM.
The proposed vendor, BK Medical, is the only company that makes this specific transrectal probe for use with the BK Medical Ultrasound machine. There are other ultrasound machines on the market, however it would require purchasing the ultrasound machine to go with the probe if any other company is considered. The department does own an Aloka ultrasound machine, however they do not make a
prostate probe that can be used with the other devices Urology has to perform transrectal procedures. This probe is specific to the outcome needed for the protocol.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
