The purpose of this procurement is to renew Elsevier’s Clinical Skills Nursing Online Manual subscription for use at the National Institutes of Health (NIH) Clinical Center (CC). Elsevier’s Clinical Skills Nursing Online Manual has continually provided easily accessible, high quality, up-to-date evidence-based references regarding a diverse collection of standardized clinical nursing procedures for all nursing specialties used by the Nursing Department. To provide evidence based standardized clinical nursing care across all specialties and nursing areas in the Clinical Center, nurses are expected to use this reference for any nursing procedure not developed and vetted through the Clinical Center Nursing Department Shared Governance system. It is an approved clinical nursing reference for Clinical Center nursing staff.

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a fixed price purchase order to COX Subscriptions, Inc., located at 201 Village Rd, Shallotte, NC 28470, on a firm fixed price sole source award basis to provide Elsevier’s Clinical Skills Nursing Online Manual subscription to the National Institutes of Health CC.
The Nursing Department would like to renew a sole source contract with Elsevier to provide resources to support nurses who will be providing patient care. This is the only source that will satisfy agency requirements. The Elsevier Clinical Skills Nursing Online Manual has been used by the nursing staff for several years and they find the online manual to be beneficial in providing excellent patient care to patients participating in clinical research. Elsevier is the sole manufacturer and supplier of the Elsevier Clinical Skills Nursing Online Manual including all pertinent expansion modules and interfaces. The Elsevier Clinical Skills Nursing Online Manual was developed solely by Elsevier. Other companies offer
similar skills content however this specific comprehensive collection of nursing skills is not available from any other source.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
