The National Institutes of Health, through its Critical Care Medicine Department, intends to sole-source a one-time purchase of single-use aScope 5 Bronchoscopes from Disorb Systems, Inc., to ensure uninterrupted emergent and diagnostic bronchoscopy services for adult and pediatric patients in the Clinical Center’s ICU. The equipment is essential for maintaining clinical operations and data integrity, as it must interface directly with existing NIH electronic medical record systems using proprietary hardware and software protocols that are not compatible with any other available products. Substituting an alternate device would require extensive system modifications, revalidation, and retraining, posing significant operational and clinical risks. The acquisition will be conducted under FAR Part 13 Simplified Acquisition Procedures, exempting it from full competition requirements, as Disorb Systems is the only source capable of meeting the technical and compatibility specifications. The purchase falls under the simplified acquisition threshold and is classified under NAICS code 339113 with a product service code of 6515, and performance is set for Bethesda, MD. Interested parties may submit comments prior to the July 24, 2026 deadline to the designated Contract Specialist at NIH, though the government retains full discretion to proceed without competition based on the determination of sole source availability.

Description:

This is a notice of intent, not a request for a quotation.  A solicitation document will not be issued and quotations will not be requested.

The National Institutes of Health (NIH) intends to award a fixed price purchase order to Disorb Systems, Inc., on a firm fixed price sole source award basis to provide bronchoscopes to the National Institutes of Health CC.

The proposed vendor, Disorb Systems, is the only source available to provide the required supplies to NIH. The contracting officer has determined that only one source is reasonably available because the requested equipment must integrate with existing NIH owned electronic medical record using the already established interface. The manufacturer utilizes proprietary hardware/software interfaces and data protocols that are not available from other sources. Use of an alternate product would require significant system modification, revalidation, retraining, and could adversely affect continuity of operations and data comparability. The manufacturer sells directly and is the only source capable of providing equipment that meets the Government's compatibility requirements.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.  Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.

Comments to this announcement, referencing this posting number, may be submitted to the NIH, Clinical Center, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, to the attention of Kristin Nagashima, Contract Specialist via email to Kristin.nagashima@nih.gov by July 24, 2026 at 12pm EST.

Notice of Intent to Sole Source – Bio-Rad Laboratories, Inc.The National Institutes of Health Clinical Center’s Department of Laboratory Medicine intends to award a sole source fixed-price purchase order to Bio-Rad Laboratories, Inc. for the Bio-Rad CFX Opus 96 Real-Time PCR System and associated reagents, to be delivered to Bethesda, Maryland. This procurement falls under simplified acquisition procedures as defined in FAR Part 13, allowing for non-competitive award because Bio-Rad is the only source reasonably available to fulfill the specific technical requirements necessary for ongoing research funded by the 2026 Research Award for Staff Clinicians. The equipment will be used to process patient samples in alignment with an approved research plan requiring institutional affiliation and technical continuity, justifying the absence of competitive bidding. The transaction is classified under Product Service Code 6515 and NAICS Code 339112, and the funding source is explicitly tied to internal NIH program funding. Although this is a notice of intent and not a formal solicitation, the government is inviting industry input prior to finalizing the award, with all comments due by July 29, 2026, directed to Kristin Nagashima at the NIH Office of Purchasing and Contracts. No formal quotations will be requested, and the decision to proceed without competition rests solely with the contracting officer under the provisions of FAR 13.106-1(b)(1), which permits sole source awards below the simplified acquisition threshold when unique circumstances limit the availability of alternative suppliers. The purchase will be executed under contract number 26-007652, and the performance location is confirmed as the NIH Clinical Center in Bethesda, Maryland.

Notice of Intent to Sole Source – Bayer HealthcareThe National Institutes of Health Clinical Center intends to sole source a firm fixed price purchase order to Bayer Healthcare LLC for three upgrades to existing CT contrast injectors located in its Radiology and Imaging Sciences Department in Bethesda, Maryland. These upgrades are necessary to maintain FDA compliance, ensure the proper calibration of life-critical safety features, and guarantee seamless integration with the existing CT imaging systems, as the proprietary technology used in the current injectors can only be serviced by the original equipment manufacturer. The acquisition falls under Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures, which permits sole source awards when only one source is reasonably available, and it is exempt from full competition requirements due to the nature of the equipment and the urgency of maintaining operational safety and regulatory standards. The contract is classified under Product Service Code 6515 and NAICS Code 339112, and the performance location is clearly designated as Bethesda, MD. This is a notice of intent, not a solicitation, and no formal request for quotations will be issued. Interested parties are invited to submit comments regarding their capabilities prior to the closing date of July 24, 2026, at 5:00 PM EST, though the government retains full discretion over whether to proceed with the sole source award based on feedback received. All submissions must reference solicitation number 26-007180 and be sent to Kristin Nagashima, Contract Specialist, at kristin.nagashima@nih.gov. The award will be made directly to Bayer Healthcare LLC, located at 100 Bayer Blvd, Whippany, NJ 07981, without competitive bidding, as the technology involved is exclusive to the manufacturer and critical for the continued safe and effective operation of diagnostic imaging services at the NIH Clinical Center.

Notice of Intent to Sole Source – Storage and shredding services for sensitive patient-related materialsThe National Institutes of Health (NIH) Clinical Center has issued a Notice of Intent for a sole-source procurement under the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures. This procurement covers secure storage and shredding services for sensitive patient-related materials generated by the Radiology and Imaging Services Division (RADIS/CC). The contract is intended to maintain and manage approximately 14,000 linear feet of archived film records accumulated over 20 years, continuing the existing relationship with Iron Mountain, a recognized industry leader in records management and secure shredding. This sole-source action is justified based on Iron Mountain’s unique capabilities and the prohibitive costs and operational disruption that would arise from transitioning these extensive patient records to another provider. The contract includes a base year plus four option years, enabling service continuity for up to five years, with an estimated potential contract ceiling under FAR 13.500(c) of up to $9 million or $15 million, although specific pricing details have not been disclosed. The acquisition is conducted in accordance with FAR 8.405-6 for limited-source procurements under the Federal Supply Schedule program, exempting it from full competition requirements under FAR Part 6. The contract emphasizes confidentiality, secure handling, and compliant shredding of protected health information in line with HIPAA standards, although no specific technical or packaging standards are cited. The place of performance and acceptance is Bethesda, Maryland, at the NIH Clinical Center. The designated point of contact for this procurement is Ryssa Nix, Contract Specialist at the NIH Office of Purchasing and Contracts. This procurement notice does not solicit quotations or bids; rather, it seeks comments to the announcement prior to the closing date. Evaluation factors and formal contract clauses are not detailed due to the simplified acquisition method, and the justification documents reflect certifications supporting the sole-source award to Iron Mountain to ensure continuity and cost-efficiency in managing sensitive patient imaging records.

ASIT.TO 1 year software support from ArgonSoft (Notice of Intent to sole source)The National Institutes of Health Clinical Center (NIH-CC) intends to award a sole-source, firm-fixed-price contract to ArgonSoft for a 12-month software maintenance and support agreement for the proprietary ASIS.TO Laboratory Information Management System (LIMS). This system, originally developed and installed by ArgonSoft under a prior contract, requires ongoing maintenance including gold-level support, installation of mandatory updates, minor upgrades, and execution of Installation Qualification and Operational Qualification (IQ/OQ) testing. The support services cover up to 200 hours annually, delivered remotely via phone, web, or online HelpDesk, and include bug fixes, urgent incident escalation, system customization (up to 100 hours), consultancy, training, and validation assistance. The place of performance is the NIH Clinical Center in Bethesda, Maryland with the contract period spanning January 1, 2026, through December 31, 2026. This sole-source procurement is justified under FAR 6.302-1 and 13.106-1 due to ArgonSoft’s exclusive ownership and licensing of the ASIS.TO software, making them the only responsible source capable of providing the required customized support and maintenance. Market research confirmed the lack of other qualified vendors. There are no competitive proposals solicited; however, capability statements may be considered if received by the specified deadline. The contract includes no physical packaging or labeling requirements since it involves software support. Inspection and acceptance occur at the NIH site based on adherence to delivery schedules, response times within two business days, and successful completion of IQ/OQ tests. The contract leverages NIH Clinical Center administrative offices for contract administration, though specifics about payment and invoicing mechanisms are not detailed. ArgonSoft is recognized as a small business under NAICS code 513210, and the agreement contains no options beyond the base year. Overall, this acquisition ensures continuity of validated, compliant software support critical to NIH laboratory informatics operations.
