1. Pursuant to Federal Acquisition Regulation (FAR) 6.302-1, the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source modification to an existing Contract Number HM0476-16-C-0035 with Booz Allen Hamilton (BAH), Inc., 6361 Walker Lane, Suite 500 Alexandria, VA 22310, to continue providing administrative support services to NGA's Learning Management and Advancement Program (LMAP). The current LMAP requirement supports NGA College (NGC)s curricula by developing stakeholder engagement strategies, performing requirements analyses, and providing consultative support on which learning solutions best meet training requirements. This requirement also includes designing, developing, and instructs new learning solutions utilizing technologies within the parameters of the NGC Learning Architecture that meet Council of Occupational Education (COE) standards. Learning solutions include web-based, video-based, and instructor-led classroom training. 2. The current contract expires on August 31, 2021. This action will extend the period of performance for the existing contract up to 12 months, structured as one six-month option period, with two, three-month optional periods. The extension is needed to permit award of the follow-on contract. 3. BAH is the only vendor who can provide the required level of support necessary to avoid operational impacts to the vast user community. BAH possesses the current skills, experience, and clearances to continue operations within the NGC. Their support personnel are currently in place with the appropriate skills, experience and make them the most risk averse and cost effective solution for this extension period. Any change in Contractor prior to award of a follow-on contract would impact services to the agency, introduce additional risk to our customer base, and degrade their operational effectiveness. 4. This notice of intent is being published in accordance with FAR 5.2 requiring the dissemination of information on proposed contract actions. The statutory authority for this sole source procurement is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. There is a reasonable basis to conclude that the highly specialized supplies or services are available from only one responsible source and no other supplies or services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency's requirements. 5. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability in response to the requirement. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. 6. The Government will issue a Justification and Approval (J&A) to support the need for a sole source award. The J&A will be posted to GPE website http://www.beta.SAM.gov 14 days after award of the modification.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
