The Office of the Comptroller of the Currency (OCC) hereby announces its intent to solicit and enter into a sole source contract with Morningstar, Inc 22 West Washington St, Chicago, IL 60602, in accordance with FAR RFO 12.102 (a) only one source is reasonably available valued at or below the simplified acquisition threshold.  This notice complies with FAR RFO 5.101 pre-solicitation notice.


The OCC requires eight (8) Morningstar Advisor Workstation annual software licenses.  The licenses support the analytical needs of the OCC’s 401(k) Investment Subcommittee and align with the tools used by Charles Schwab, the Plan’s recordkeeper.  This shared data source enables the Subcommittee to cross-check analyses with Charles Schwab information, ensuring consistency, transparency, and reliable decision-making.  The period of performance is a 09.30.26 – 09.29.27.


This is not a request for competitive quotes; however, the Government will consider responses from all responsible sources received no later than 12:00 PM Eastern Time on June 22, 2026. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC.
