The solution must include a web-based interface and synchronized mobile app with 24/7 availability, provision of twenty personalized user accounts within three days of award, and a passive monitoring tool that strictly adheres to unclassified Public Affairs guidelines by prohibiting direct interaction, auto-replies, or messaging to social media users. Mandatory metadata including source name, geographic location, category, and language must accompany all results, with geographic filtering capabilities ranging from worldwide to user-defined geo-fenced areas. The contractor must also provide a dedicated help desk and customer point of contact for technical support, training, and account management. Performance is required at USSOUTHCOM SCSHQ in Doral, Florida, with inspection and acceptance conducted at the same location. The contract is awarded on a Lowest Price Technically Acceptable basis, where technical acceptability is a pass/fail gate and the lowest-priced offer that meets all specifications will be selected without further evaluation. The offeror must include pricing for the base year and all four options, with the government evaluating the total price by including one-half of the final option period’s value. Offers with unbalanced option pricing may be deemed unacceptable.
