NOTICE OF INTENT TO SOLE SOURCE



The U.S. Army Corps of Engineers (USACE), Jacksonville District intends to solicit and contract with Environmental Systems Research Institute, Inc (CAGE 0AMS3), of Redlands, California, on a sole-source basis to conduct to familiarize US Army Corps of Engineers (USACE) Jacksonville District (SAJ) staff with ArcGIS software capabilities and potential 3D workflows.

This acquisition is to provide training familiarize US Army Corps of Engineers (USACE)


Jacksonville District (SAJ) staff with ArcGIS software capabilities and potential 3D workflows.  Depending on attendee experience and onsite lab capacity, the workshop will include a combination of instructor-led demos and hands-on tutorials. The workshop will assist the USACE Jacksonville District with learning 3D data display creation, setup, and analysis by utilizing workflows for 3D GIS data, creating 3D feature classes, digitize 3D features, modify 3D features, converting existing data to 3D data, create a multipatch feature using a reference grid and create a 3D object feature class. Training will include learning to generate 3D content from existing data sources like 2D data, lidar, imagery, and procedural rules, learning basic techniques and concepts related to the creation of 3D GIS data, as well as


learning to master 3D tools for analyzing spatial data and creating 3D models that can be used to simulate and predict real-world scenarios. Explore techniques, such as terrain analysis, visibility analysis, feature extraction, and volumetric modeling. Additional topics will include, but not limited to, line of sight analysis, creating and using scene layers, and the development and presentation of digital twins



Based on the foregoing, Environmental Systems Research Institute, Inc is determined to be the only responsible source.  This requirement will be solicited using only one responsible source and no other supplies or services will satisfy agency requirements in accordance with Revolutionary FAR Overhaul  (RFO) 6.103-1(b).
