Notice of Intent to Sole Source - Salt Cedar and Noxious Weeds

It is the intent of the Bureau of Reclamation to award a sole source contract to Carbon County Weed and Pest for the control of Salt Cedar and Noxious Weeds on Reclamation land throughout Carbon County. This action is authorized under Carlson-Foley Act, Section of the Federal Noxious Weed Act of 1974 and in accordance with Federal Acquisition Regulation (FAR) 13.106-1 (b) (1). This procurement is being conducted pursuant to Part 12 and 13 of the FAR. Since Reclamation believes that only one responsible source can fully provide the service that will satisfy the agency's requirement, a Determination to Solicit from a Single Source has been prepared and approved by the Great Plains Chief of the Contracting Office. The Government intends to award this requirement on or around March 1, 2016. Vendors that recognize they can fully provide the required serviced are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration, vendors shall submit their written Letter of Intent no later than March 11, 2016. Responses received after March 11, 2016 may not be considered by the Government. Responses to this notice should be mailed to the Bureau of Reclamation, Attn: Tonya A. Pittsley, P.O. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or and "other than small business" under North American Industry Classification System (NAICS) Code 561730. The applicable Small Business Size Standard is $7.5 million. A determination by the Government not to compete this proposed action based on the responses to the notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The base year contract period is expected to be approximately March 2016 to December 31, 2016. 3 Optional years contract period is expected to be approximately January 1st to December 31 for 2017, 2018, & 2019. SAM: Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website that consolidates the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). IPP: Payment requests for the anticipated purchase order must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
