The U.S. Embassy in Vientiane plans to award a firm-fixed-price sole source contract to Eaton Electric (South Africa) (PTY) Ltd for OEM maintenance replacement parts specifically for Draw out Air Circuit Breakers, which are part of a proprietary electrical system used at the embassy. Eaton Electric, as the original equipment manufacturer, is uniquely qualified to supply these certified replacement parts necessary to perform preventive maintenance on critical electrical breakers. This system is vital to mission operations, and improper servicing by any other provider could lead to severe power outages or damage to equipment, thus justifying the sole source nature of this procurement. This acquisition will be conducted under the Simplified Acquisition Procedures of FAR Part 13 for purchases below the simplified acquisition threshold, with the contracting officer determining that only one source is reasonably available due to the proprietary nature of the system. The contract is considered fair and reasonable in cost by the contracting officer. Although this notice is not a request for competitive proposals, interested parties may express their capability to respond by June 5, 2026. The embassy reserves the right to determine whether to proceed with the contract based on any responses received. The primary point of contact for this procurement is the Vientiane Procurement office via email.
