AI Contract Overview
The U.S. Embassy in Vientiane intends to award a sole-source, firm-fixed-price contract to Eaton Electric (South Africa) (PTY) Ltd for the supply of OEM-certified replacement draw-out air circuit breakers and related maintenance parts essential to the embassy’s critical electrical system. These components are proprietary to Eaton’s system, and only the manufacturer can provide parts that meet the exact specifications required for safe and reliable operation. The system is vital to mission continuity, and unauthorized repairs or non-OEM components risk catastrophic power failure, equipment damage, or loss of backup capability due to the absence of emergency generator redundancy. The contracting officer has determined that only Eaton Electric can fulfill this requirement due to the proprietary nature of the equipment and the specialized knowledge required for proper maintenance, making competitive sourcing impractical. This action is taken under FAR Part 13 simplified acquisition procedures, as only one source is reasonably available. The notice serves as an opportunity for other parties to demonstrate capability, but submission of responses does not guarantee a change in the intended award. All responses must be submitted to vientianeprocurement@state.gov by 12:00 ET on June 5, 2026, with the final decision on award resting solely within the government’s discretion.
