NOTICE OF INTENT
Notice Type: Notice of Intent to Solicit Directly from Supplier IAW. RFO FAR 12.201-1(c)(2)(i). This is a pre-solicitation notice, IAW RFO FAR 5.1
Synopsis:
This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 “Pre-solicitation Notice.”
The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this requirement directly to Worthington Products LLC., as a firm-fixed-price services contract for the purchase of TUFFBOOM Waterway Barrier and Domestic Interconnection Hardware for the Foster Dam, located at the Linn County Oregon.
The statutory authority for this is 10 U.S.C 3204(a)(1) or 41 U.S.C 3304(a)(1) and RFO FAR 6.103-1(b).
1.1. A SOLICITATION WILL NOT BE POSTED.
The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to solicit/award a firm-fixed price (FFP), single source services procurement to Worthington Products LLC., for the for the purchase of TUFFBOOM Waterway Barrier and Domestic Interconnection Hardware for the Foster Dam.
1.2. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required services meeting the government’s need in this area. If no affirmative written responses are received by 12:00 PM PDT on 20 MAY 2026, the solicitation will be made directly to Worthington Products LLC. Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 6.103-1(b). Electronic responses and questions shall be submitted via email to the contracting point of contact listed below. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
