Notice Type: Notice of Intent to Solicit Directly from Suppliers IAW. RFO FAR 12.201-1(c)(2). This is a pre-solicitation notice, IAW RFO FAR 5.1.


Synopsis:
This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 “Pre-solicitation Notice.”


The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this action as 100% Small Business, firm-fixed-price service contract directly to suppliers to procure services for tree felling and vegetation management at The Dalles Lock and Dam in The Dalles, OR.


The statutory authority for this 100% Small Business set aside solicitation directly to suppliers is the RFO FAR 19.104-3 and RFO FAR 12.201-1(c) (2).



A SOLICITATION WILL NOT BE POSTED

The Government intends to proceed with this 100% Small Business set aside direct solicitation to suppliers. The NAICS code is 561730 – Landscaping Services. The SBA size standard for NAICS 561730 is $10 million in average annual receipts.



THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS

Interested concerns shall provide capabilities statements demonstrating relevant work to include all personnel, equipment, supplies, materials, transportation, tools, supervision, and other items and non-personal services necessary to perform hazard tree removal in a safe manner that will maintain a clean and orderly appearance and in such a manner that preserves both the infrastructure and on-site vegetation.

Capabilities statement shall be limited to four (4) pages and must include the following information:


a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and Unique Entity ID.


b. Firm's business category and size:  Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and at the subcontracting level, Veteran Owned Small Business (VOSB).


Affirmative written responses must be received by 2:00 PM (Pacific) on 14 August 2026. The solicitation will be made directly to contractors based off of the capabilities statements received and evaluated. Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 12.201-1(c)(2). Electronic responses and questions shall be submitted via email to the contracting point of contact listed below.
