This notice is not a Request for Quote, Request for Proposal, or an Invitation for Bid. The intent of this synopsis is to provide notice of a proposed contract action.


This is a notice of intent to issue a firm, fixed price commercial purchase order to SpaceNav, LLC, located at 2601 Spruce St., Suite A, Boulder, Colorado 80302 under the North American Industry Classification System (NAICS) Code 518210 “Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services” with a small business size Standard of $40,000,000.00.


The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) Mission Operations Division (MOD) has a requirement for membership to the Space Data Association with a period of performance of July 1, 2026 to June 30, 2027. The place of performance for this requirement is NOAA Satellite Operations Facility (NSOF) located in Suitland, MD.


SpaceNav, LLC, is currently the sole industry provider for Web-based Space Situational Awareness set of conjunction assessment tools and services (WSSA), for conjunction analysis of Low-Earth Orbiting (LEO) spacecraft events, analysis visualization, risk assessment probabilities of events based on positional uncertainties, and design of collision-avoidance maneuvers. There are no authorized resellers at this time.  


A sole source justification was prepared in accordance with RFO 12.201-1. The statutory authority permitting this sole source acquisition is 41 U.S.C. 1901. This notice is not a request for competitive quotes or proposals; however, any vendor that believes it can fully meet the Government’s Requirements may submit written documentation affirmatively demonstrating its ability to meet the Government’s Requirements to the Contracting Officer and Contract Specialist, listed below, within ten (10) calendar days of the notice’s posted date.


Vendor documentation submitted in response to this notice will be considered only to determine whether to proceed with the intended sole source acquisition. A determination by the Government not to conduct a competitive acquisition based on potential submissions to this notice is solely within the discretion of the Government. Any documentation submitted in response to this notice is strictly voluntary. Therefore, the Government: 1) will not pay for any documentation submitted in response to this notice; and 2) will not award a contract solely based on documentation submitted in response to this notice.
