DLA Energy is seeking to award a Task Order under the Department of Energy's Super Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to support energy efficiency improvements at Royal Air Force Mildenhall in the United Kingdom. The DOE ESPC IDIQ contracts, awarded to twenty qualified Energy Service Companies (ESCOs), enable federal agencies to implement energy conservation measures without upfront costs, with the ESCOs financing, developing, and installing energy-saving solutions. The ESCOs guarantee annual cost savings resulting from these measures, and their compensation is derived from a share of the realized energy savings over the contract period, which can extend up to 25 years. Prior to awarding a Task Order, the ESCO conducts detailed energy audits to identify potential improvements that reduce energy and operational costs, ensuring the project’s financial viability through amortized payments from the energy savings. The upcoming opportunity involves designing, installing, and operating an ESPC project at the Mildenhall site, with responses due by December 9, 2024. Interested parties must submit their proposals via email to DLA Energy, with a maximum file size of 10 MB. The contract aims to leverage the ESPC framework to achieve energy efficiency and cost savings for the facility, with key contacts available for inquiries. This initiative aligns with federal efforts to promote sustainable energy practices and cost-effective infrastructure upgrades at military installations abroad.

DLA Energy will utilize the Department of Energy (DOE) Super Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (TO) for the customer's requirement. The DOE ESPC IDIQ contracts were awarded to twenty (20) Energy Service Companies (ESCOs) based on their capability to meet specified ESPC terms and conditions, with a contract term up to 25 years allowed under 42 USC 8287. Through ESPCs, prequalified ESCOs finance, develop and implement energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of a TO, the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECMs and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract. The DOE Super ESPC IDIQ contract will be used to award a TO to design, install, and operate an ESPC project at Royal Air Force Mildenhall, United Kingdom. Responses are due no later than 22 November 2024, 3:00pm EST. Responses shall be submitted via e-mail only to DLAEnergy-ESPC@dla.mil. Emailed submissions shall not exceed 10 MB.
