NOTICE OF PROPOSED PROCUREMENT (NPP): Feminist Learning Project Monitor for the Renewed Women’s Voice and Leadership-Caribbean Project

The Department of Foreign Affairs, Trade and Development of the Government of Canada is seeking a Feminist Project Monitor under the Tendered Services Professional Services (TSPS) Supply Arrangement to support the Renewed Women’s Voice and Leadership – Caribbean Project. This consultancy is limited exclusively to holders of TSPS Supply Arrangement # E60ZT-18TSPS/XXX/ZT who have qualified under Tier 1 for Project Management Services in the National Capital Region. The selected consultant must be a Senior-level Project Monitor Consultant, Category 3.9, tasked with accompanying and documenting the work of 15 women’s rights organizations across Canada and the Caribbean using feminist methodologies grounded in relational accountability, intersectionality, and collective learning. The primary goal is not to conduct a singular evaluation but to cultivate a sustained, evolving body of knowledge through ongoing engagement, enabling transformative learning and enhanced visibility and capacity for partner organizations. Deliverables will include evidence-based, forward-thinking reports and knowledge products drawn directly from the perspectives of grantee partners and participants, culminating in a comprehensive synthesis of insights over the contract term, which runs until March 31, 2028. The project is remote/virtual in nature, with performance activities conducted across Canada and the Caribbean, and the estimated contract value is $300,000 before taxes.
