NS27-103 Military Installation Development Authority - Seasonal Passenger Shuttle Operations

The Military Installation Development Authority (MIDA) is soliciting proposals for seasonal passenger shuttle operations within the Military Recreation Facility (MRF) Project Area, primarily located in Wasatch County, Utah. The service consists of a nine-stop loop designed to facilitate skier access to Deer Valley Resort and support general mobility, with an anticipated operational period from December 11, 2026, to April 18, 2027. Daily service is required between 8:00 am and 5:00 pm, with the final pickup at Deer Valley Resort occurring no earlier than 5:00 pm. The shuttle service will be provided to passengers free of fare. Qualified offerors must provide vehicles with a minimum capacity of ten passengers plus the driver, including ADA-compliant boarding ramps or lifts and dedicated space for one wheelchair or mobility device. Vehicles must be equipped with 4WD, AWD, or all-weather tires for winter mountain conditions and feature visible exterior signage or digital displays. Drivers must possess a valid Utah Commercial Driver's License (CDL) with appropriate endorsements, maintain a clean driving record for the past two years, and pass all required drug screenings. Proposals must be submitted as two separate electronic files, one technical and one cost, via the Utah Public Procurement Place (U3P) by September 30, 2026, at 5:00 pm MDT. All inquiries must be submitted through U3P by September 23, 2026. The contract will be awarded to the highest scoring, responsive, and responsible offeror based on weighted technical criteria and cost, with the lowest total cost receiving the maximum 150 points. The successful contractor must provide performance and payment bonds for 100% of the contract value and maintain comprehensive general liability and automobile liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, naming MIDA as an additional insured.
