MICROTRANSIT SERVICES (Peekskill)

Westchester County is soliciting proposals for a pilot program to develop, deploy, and operate a turnkey, fully electric, on-demand, app-based, shared-ride microtransit system in the Peekskill service area. This initiative, funded in part by a $3,000,000 NYSERDA grant with a total project cost of $3,750,000, aims to complement existing Bee-Line fixed-route services by providing first/last mile connections and demonstrating the feasibility of zero-emission vehicles. The contract term is set for an initial 36 months, with an option for an additional two years. Key deliverables include the development of operational, community engagement, marketing, and measurement, evaluation, and learning plans, all of which must be approved by NYSERDA. Qualified vendors must demonstrate significant experience in microtransit and public mobility systems. Evaluation criteria include the proposer's past performance, the quality of proposed routing and payment software, fleet specifications, key personnel qualifications, and financial stability evidenced by two years of audited financial reports. The successful contractor will be responsible for all aspects of the service, including staff, vehicle maintenance, and technology, while adhering to strict compliance standards such as the Americans with Disabilities Act, prevailing wage laws, and Title VI civil rights provisions. Additionally, the contractor must provide a maintenance performance bond equal to 10% of the annual contract value. Proposals must be submitted by November 4, 2026, at 4:00 PM EST to the Westchester County Department of Planning.
