OCA-DGCP-012 Psychological Evaluations of Court Officer Applicants

Purpose and Scope: The New York State Unified Court System (“UCS”), Office of Court Administration ("OCA") is soliciting proposals to conduct psychological evaluations of applicants for the position of New York State Court Officer – Trainee (the “Candidates”). The purpose of these evaluations is to identify Candidates who are psychologically suited for careers as law enforcement officers with UCS. Term: An estimated quantity term contract (“Contract”) will be awarded to one successful bidder (“Contractor” or “Awarded Contractor”) for a term of five (5) years (“Contract Term”). The Contract is expected to commence on or about January 1, 2027. Minimum Qualifications: UCS will consider proposals submitted by entities that demonstrate they have:(i) A current New York State license in good-standing;(ii) A minimum of three (3) years’ experience in the provision of similar services required under this solicitation;(iii) Ability to create and produce the materials required for the written psychological inventories;(iv) Ability to score written psychological inventories;(v) Ability to provide data file at the request of UCS of all Candidates’ written psychological inventories including item responses, raw scales, weighted scales and normed scales(vi) Ability to administer HIPAA-compliant remote psychological interviews;(vii) Ability to meet scheduling requirements as outlined in Article V (Scope of Work);(viii) Utilizes three (3) validated, standardized psychological inventories as outlined in Article V (Scope of Work); and(ix) Ability to meet minimum testing windows/timeframes as outlined in Article V(Scope of Work).
