Occupational Medical Services (OMS)

1. Purpose

The NIH, on behalf of the ORS Division of Occupational Health and Safety, is conducting market research to identify potential sources capable of performing Occupational Medical Services and to determine the appropriate acquisition strategy, including whether the requirement can be set aside for small business concerns under a socioeconomic program. This notice specifically seeks to determine the availability and capability of:

• Service-Disabled Veteran-Owned Small Businesses (SDVOSB)
• HUBZone Small Businesses
• Women-Owned Small Businesses (WOSB) / Economically Disadvantaged WOSB (EDWOSB)
• Other small business concerns

The Government will use responses to this notice to make decisions regarding set-aside determinations consistent with applicable regulations and Department policy. No award will be made from this notice.

2. Background

NIH DOHS operates an Occupational Medical Service that provides work-related medical care and counseling to the NIH workforce, including emergency medical care, pre-placement medical evaluations, medical care for occupational injuries and illnesses, work-related immunizations and health surveillance programs, and employee assistance/counseling services. Performance supports a biomedical research community with potential chemical, biological, animal, physical, and radiological workplace hazards in addition to typical occupational hazards.

This is a follow-on to an existing requirement. The Government is considering a single-award, cost-reimbursement (cost-plus-fixed-fee) contract with a base period and option periods, subject to the Service Contract Labor Standards (SCLS).

3. Anticipated Scope of Work (Summary)

The Contractor would be expected to furnish qualified personnel, materials, equipment, and services to perform, at a minimum:

• Emergency and urgent medical care for work-related conditions
• Pre-placement and periodic medical evaluations
• Work-related immunizations and travel medicine
• Medical surveillance programs (e.g., animal exposure, respiratory/asbestos, TB, hearing conservation, and related biomedical-hazard programs)
• Employee Assistance Program (EAP) counseling services
• Clinical operations across multiple fixed sites, with a limited mobile/traveling component (e.g., seasonal flu clinics)
• Associated quality control/quality improvement, reporting, records management, and information-security/privacy compliance (moderate-impact PII/IT security)

Anticipated performance locations include: Bethesda, MD; Frederick, MD; Baltimore, MD; Research Triangle Park, NC; and Hamilton, MT. (Respondents should indicate ability to staff all locations.)

4. Information Requested from Respondents

Interested firms are requested to submit a capability statement, not to exceed [8–10] pages, addressing the items below. Marketing materials alone are not sufficient.

A. Company Information

1. Company name, UEI/SAM registration status, address, and point of contact (name, title, phone, email).
2. Business size under NAICS 621498 (small or other than small).

B. Socioeconomic Status - See Attachment 2.

C. Capability and Experience

1. A description of your firm's experience providing occupational medical, ambulatory/clinical, or comparable health services of similar size, scope, and complexity, preferably within the last five (5) years. For up to three (3) relevant contracts, provide: customer/agency, contract number, dollar value, period of performance, contract type, a brief scope description, and whether performed as prime or subcontractor.
2. Experience providing services across multiple geographic locations concurrently.
3. Experience with cost-reimbursement (CPFF) contracts, including whether your firm has an accounting system that has been determined adequate for cost-reimbursement contracts (e.g., by DCAA or a cognizant Federal agency), and the date/type of any such determination.
4. Ability to recruit, credential, and retain licensed clinical staff (e.g., physicians, nurses, PAs, EAP counselors) for federal occupational health work.

D. Small Business Participation

1. If your firm is a small business, describe your ability to perform the primary and vital requirements of this effort and to comply with the applicable limitations on subcontracting (FAR 52.219-14) for a set-aside of this type. Indicate the percentage of the work your firm would self-perform.

5. Set-Aside Interest Statement

To assist the Government's set-aside analysis, please state whether your firm intends to submit an offer if this requirement is issued as a set-aside under any of the following, and at a fair market price: (a) SDVOSB set-aside; (b) HUBZone set-aside; (c) WOSB/EDWOSB set-aside; (d) total small business set-aside.

7. Additional Notes

• This notice does not constitute a commitment, implied or otherwise, that the Government will issue a solicitation or award a contract. No solicitation document exists at this time.
• The Government will not reimburse any costs associated with responding to this notice.
• Responses will be used for market research only and may inform the acquisition strategy, including the set-aside determination and NAICS assignment.
• Proprietary information should be clearly marked; the Government will protect such information to the extent permitted by law.
• All firms responding are advised that any resultant solicitation, if issued, will be posted on SAM.gov (www.sam.gov). It is the responsibility of interested parties to monitor SAM.gov for any resulting solicitation.
