The Bureau of Indian Education plans to award a sole source, firm fixed price purchase order to OCLC for hosted proxy server services under FAR 6.302-1, citing OCLC as the only nonprofit provider trusted for their government system's security needs. This proxy service, known as EZProxy, authenticates users accessing subscription databases essential for authorized access to educational content both on and off campus. It integrates with existing credentials such as LDAP, educational platforms like Blackboard, or library cards, maintaining control over access privileges tied to enrollment or research activities. OCLC’s proxy service is considered an industry standard for libraries, offering a secure and reliable solution compared to other free or for-profit options with questionable security. Additionally, OCLC is recognized globally as a leading authority in library metadata and cataloging services with its extensive WorldCat system, which connects over 16,000 libraries worldwide, including those associated with Haskell Indian Nations University. Their MARC records provide current and accurate cataloging information, recognized as superior to records from the Library of Congress, thereby saving significant time and effort in library material management. This procurement is non-competitive, intended solely to inform interested parties, with any responses due within five business days following the notice posting. The contract is managed by the Bureau of Indian Affairs, under the Department of the Interior, located in Reston, Virginia.

OCLC, is the only nonprofit provider of a hosted proxy server highly trusted for our government system. There are many proxy servers available some are even free through Open Source with questionable securities. There other companies which provide a proxy service for profit. The OCLC, Online Computer Library Center (formerly the Ohio College Library Center) has been a trusted library technology provider since its beginning in 1967. The OCLC is continually developing technology to provide further access to information while reducing information costs. The proxy service authenticates users to our subscription databases which require authorized access on our federal system. This provides current instructors and student access to the university library's e-content while off campus or utilizing their private routers on campus.
