AI Contract Overview
The Ohio Department of Natural Resources (DNR) is seeking a qualified service provider to conduct comprehensive background investigations for law enforcement applicants, ensuring the process meets or exceeds current standards. The investigations will include detailed database searches for criminal, financial, court, military, and other relevant records, as well as in-person character and reference interviews with previous employers, colleagues, and family members. An in-person interview with the applicant is also required, with follow-up interviews conducted as necessary to clarify or expand upon findings. The vendor must deliver thorough, standardized investigative reports within a 30-day timeframe from receipt of applicant information, including detailed descriptions, photographs, verification of educational and military records, criminal history, financial background, social media activity, and potential falsifications or omissions. The contract emphasizes secure electronic communication, requiring vendors to adhere to state data security protocols and avoid public email servers. Investigators must be experienced, professional, and available for consultation throughout the process, including follow-up on questionable information and multiple field interviews if needed. Travel expenses for obtaining records or conducting interviews are the responsibility of the vendor and are non-reimbursable. The scope involves managing multiple investigations simultaneously, with a focus on timely completion, confidentiality, and accuracy. Bidders are invited to submit a technical proposal detailing their experience, staffing, sample reports, and security plans, along with a separate cost proposal. An optional pre-bid meeting will be held to clarify the project requirements.
