Office Furniture

Office furniture is being procured for the new Military Family Resource Centre in Gander, Newfoundland, with all items required to be delivered and installed by July 30, 2026. The procurement is conducted under Supply Arrangement E60PQ-140003/D and covers multiple product categories including workstation systems, work surfaces, filing and storage products, ancillary items, and collaborative furniture. The scope requires collaborative tables at bar height with power modules, fixed-height work surfaces with wire management, lateral filing cabinets with locking mechanisms, workstation systems with specified panel thickness and electrical layouts, and seating compliant with Government of Canada workplace fit-up standards. All products must meet the ANSI/BIFMA e3 Furniture Sustainability Standard at minimum Level® 2, and packaging must comply with environmentally preferable specifications—requiring reusable, returnable, or recyclable materials, excluding only packaging tape and specialized packaging with technical performance needs. Delivery must be made under DDP Incoterms 2020 to 9 Wing Gander, with installation occurring between 0800 and 1600 hours. The contractor must provide a point of contact for coordination, and all shipments require a packing slip with item details, quantities, contract number, CRN, and PBN, accompanied by a bill of lading. The solicitation, W0213-27-002, is open to suppliers holding the standing offer and requires submission of both technical and financial proposals via email, including completed annexes for the Basis of Payment, Product and Pricing Tables, Offer Submission Form, and Offeror Declaration Form. Bidders must hold a valid Procurement Business Number, certify as a Canadian supplier or supplier from an applicable trading partner, and not be listed on the Federal Contractors Program Limited Eligibility to Bid list. Offers must include firm prices covering all costs except applicable taxes, and price adjustments may render proposals non-responsive. The award will be based on the lowest evaluated price among compliant offers, with mandatory technical criteria serving as pass/fail gates. Invoicing must detail expenditures, unit pricing, labor rates, and taxes with corresponding registration numbers, and payment is due within 30 days of receiving a conforming invoice, with interest accruing at the Average Rate plus 3% per year on late payments. The contractor must maintain accounting records for the contract duration and up to seven years after final payment, and must comply with all applicable laws, the Code of Conduct for Procurement, and anti-forced labor
