Offutt Telecommunication Services

The 55th Contracting Squadron is conducting market research through a sources sought notice titled Offutt Telecommunication Services with solicitation number FA4600_TelecomServices_2026 to identify qualified vendors capable of delivering Local Telecommunication Services LTS, Long-Distance Telecommunication Services LDTS, and International Telecommunication Services ITS for Offutt Air Force Base in Nebraska. This initiative is purely for information gathering and will not result in a contract award; however, the responses will inform future procurement actions. Interested parties must submit a concise response between one and five pages in Microsoft Word or PDF format via email to SSgt Javier Contreras-Smith and Tyler Imhoff no later than June 30 2026. Each submission must include a brief statement of interest an assessment of technical capability to execute a project of comparable scope and complexity and two to three past performance examples with preference given to experience serving state local or federal government facilities. Offerors may also provide comments or questions to aid the government in refining the requirements. The future contract will require continuous 24 7 365 operation of local telephone services with 99.9 percent availability and adherence to strict cutover planning timelines including an initial plan submitted with the technical quote and a final plan due no later than ten working days after contract award. Contractors must integrate with the Government’s C8300-1N1S-6T Cisco telephone system support GETS Emergency Telecommunications Service and provide fifty public listing entries in the government section. All services will operate within a campus environment under a single Billing Telephone Number or Account Telephone Number with sub-accounts tied to this master identifier. Invoicing will occur monthly through Wide Area Work Flow WAWF and labor hours must be reported annually via the Contractor Manpower Reporting Application eCMRA by October 31 beginning in 2026. Contractors are required to safeguard government property follow local safety and health protocols and comply with CUI handling requirements. The Government retains the right to inspect services at any time and service acceptance is contingent upon meeting performance thresholds including timely response and restoration of outages. Responses will be evaluated on technical capability and past performance with no formal weights or evaluation factors published at this stage.
