ON-CALL EMERGENCY MANAGEMENT CONSULTING AND PROGRAM SUPPORT SERVICES

The City of Carson is soliciting proposals for on-call emergency management consulting and program support services to enhance its preparedness, response, recovery, and resilience efforts. This five-year contract involves a broad scope of work, including emergency planning, the coordination of training and exercises, and the enhancement of the Emergency Operations Center. The selected consultant will provide critical support for disaster and cost recovery, develop an Emergency Financial Plan, and ensure compliance with FEMA and Cal OES requirements. Additionally, the scope includes specialized preparedness for the 2028 Olympic and Paralympic Games and on-call technical assistance for incident planning and situational awareness. All services must adhere to SEMS, NIMS, and ICS standards. Proposals will be evaluated based on a 100-point scale focusing on qualifications, understanding of scope, cost reasonableness, project management, and past performance. The City will award the contract to the proposer representing the best overall value, with a two-phase evaluation process that may include mandatory written reviews and optional interviews. Successful consultants must maintain high responsiveness, with at least 95% of inquiries answered within two business days. Administrative requirements include monthly invoicing with a 45-day payment cycle and the submission of several mandatory affidavits and certifications, including a Debarment and Suspension Certification.
