On Campus Water Education Assemblies for 2026-2027

West Basin Municipal Water District is soliciting proposals for a one-year contract to implement an on-campus water education assembly program for the 2026-2027 school year. The selected provider will deliver up to 24 interactive assemblies between January and June 2027, primarily targeting students in grades 3 through 5. The scope includes developing a curriculum focused on California water resources and conservation, coordinating school visits, creating marketing materials, and distributing Water Star conservation kits. Services will be performed at schools within the West Basin service area, covering cities such as Carson, Culver City, Inglewood, and potentially Los Angeles and Torrance. A key objective of the project is to integrate the scope with existing workforce development programs to serve underserved or underrepresented individuals in the community. Proposals are due by October 13, 2026, and will be evaluated based on the best overall value, with specific incentive points awarded to Small Business, Local Business, and Veteran Owned Business Enterprises. The contract will be governed by California law and requires the provider to maintain specific insurance coverages, including Workers Compensation and Employer Liability. Compensation is structured on a time-and-material basis with monthly invoicing and Net 30 payment terms. The District retains the right to audit invoices for three years following the completion of performance. Successful respondents must also comply with the Build America, Buy America Act, ensuring that applicable product components are at least 65 percent domestically sourced.
