The Wisconsin Department of Workforce Development, acting on behalf of the West Central Works Workforce Development Board, is soliciting proposals to award a single contract for the role of One-Stop Operator to coordinate service delivery across nine counties in the West Central Works region—Barron, Chippewa, Clark, Dunn, Eau Claire, Pepin, Pierce, Polk, and St. Croix. The operator will ensure meaningful access to all workforce programs through the one-stop delivery system by managing quarterly partner meetings, facilitating and maintaining Memoranda of Understanding, overseeing technological systems, ensuring compliance with ADA and Equal Opportunity regulations, conducting accessibility reviews, and implementing staff training. The contract will commence on July 1, 2026, or the date of award, and will have an initial term ending June 30, 2027, with three optional one-year renewals contingent upon performance, funding availability, and mutual agreement. Funding is derived from federal Workforce Innovation and Opportunity Act (WIOA) resources, making adherence to 2 CFR Parts 180 and 200, as well as all applicable federal and state laws, mandatory. The agency explicitly states it does not guarantee any specific volume or dollar amount of services, and proposals specifying guaranteed funding or quantities will be disqualified. Proposals must be submitted electronically in two separate volumes by June 5, 2026, at 2:00 p.m. CST, to ASDProcurement@dwd.wisconsin.gov, with distinct subject lines for each volume. The technical proposal, limited to 15 pages excluding attachments, must include a cover letter, proposer checklist (Attachment B), required form DOA-3832 (Attachment C), disclosure of lobbying activities (Attachment D), and federal debarment certification (Attachment E). The cost proposal must use the official DWD Excel template with a separate narrative and must not contain any technical content. Award will be determined through a trade-off process where technical merit accounts for 93% of the total score, prioritizing prior experience and organizational capabilities (23%), compliance with laws and regulations (21%), contract management effectiveness (20%), technological implementation (11%), and coordination of meetings (9%). Cost is weighted at 7% and evaluated prorated against the lowest bid.
