The work requires full compliance with the Performance Work Statement (PWS), including social media monitoring, platform maintenance, technical support, and webinar training, delivered through a secure, accessible system that meets Revised Section 508 and WCAG Level AA standards. The base performance period runs from September 3, 2026, to September 2, 2027, with multiple option years extending through March 2, 2032, allowing for potential long-term engagement. Contractor personnel must be U.S. citizens, pass background checks, hold required security clearances, complete annual privacy training, and maintain designated key liaisons with specific experience. All deliveries and services are performed at the DOD Education Activity’s Alexandria office, with acceptance conducted by the government using the COR, and invoicing exclusively through WAWF. The contract includes specific clauses on prohibited conduct, whistleblower protections, payment by electronic funds transfer, accelerated payments to small business subcontractors, and prohibitions on reprisals, with non-price factors potentially outweighing price in award decisions.
