DAFL DVD Point Plan

The Department of the Air Force Libraries Division is seeking market information for a DVD/Bluray point plan collection development system to support the needs of 63 general libraries worldwide. The requirement calls for a wholesale provider capable of supplying new releases, best sellers, and a back catalog of DVDs and Blu-rays through an online ordering platform with individualized logins for each library under a central VCL account. Materials must be shipped via U.S. Postal Service First Class or Priority Mail to APO addresses originating from either New York, NY or San Francisco, CA, with all shipping costs included in the proposed pricing. No international shipping is required, and the contractor must not perform any technical or physical processing of the media. Items received in error or unacceptable condition must be replaced at no additional cost, and return of defective items is not required, with a return window extending beyond 30 days to account for logistics delays. The projected base performance period runs from September 30, 2026, through September 29, 2027, with three potential one-year option periods extending through September 29, 2030. If the procurement later becomes a small business set-aside, FAR clause 52.219-14 on limitation on subcontracting will apply.
