The system must enable comprehensive workforce planning, competency tracking, employee and leadership development, and data-driven decision-making across HUD. The selected contractor will be responsible for providing enterprise licensing, configuration, implementation, and ongoing O&M services including help desk support at Tier 2 and Tier 3 levels during core business hours across all contiguous U.S. time zones, with 24/7 voicemail and email availability. Additional services encompass project management, documentation of standard operating procedures and job aids, training support, and optional tasks for development, modernization, and transition services. The contractor must operate from their own facility and ensure full compliance with federal and HUD-specific security and accessibility mandates, including Section 508, FedRAMP, NIST SP 800-35, 800-37, 800-47, and 800-53, as well as OMB Circulars A-130 and Memorandums 99-20 and 06-15. All personnel must be U.S. citizens with at least a Moderate Risk (Tier 2) background investigation, and must comply with HSPD-12 identification standards. Data must be protected using NIST-approved encryption, and all systems must be inspected through Trusted Internet Connections (TIC). The contractor is responsible for the cost of security authorizations and must grant the government audit access at any time. The contract, if awarded, will have a base performance period of one year with four additional one-year option periods, and requires strict adherence to a detailed list of mandatory deliverables including the Project Management Plan, Configuration Management Plan, Interface Control Document, Security Architecture and System Design Documents, FedRAMP documentation, VPAT reports, monthly and weekly reporting templates, and finalized training materials.
