NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: NIST-NOI-22-01480 Subject: Optimization Software Development for Wind Response Research Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Iowa State University, located at 515 Morrill Rd, 1350 Beardshear Hall, Ames, IA 50011. The purchase order will specifically procure contractor support services for the development of member optimization software for flexible buildings subjected to direction-dependent wind loads. The performance period shall be conducted for one year from 7/1/2022 through 6/30/2023. Contractor services shall incorporate the capabilities of the widely used ETABS (Analysis and Design of Building Systems) software into the Database-Assisted Design (DAD) approach. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541511 Custom Computer Programming Services with the small business size standard of $30.0 million. Description See attached Statement of Work document. Sole Source Determination The sole source determination is based on the following: For purposes of continuity of research and compatibility with existing software development efforts, no other sources exist that can achieve this requirement to develop software for the continued design optimization of structural members of tall buildings subjected to wind loads. Specifically, Iowa State University was awarded a previous Purchase Order to produce software that will be used in the optimization procedure to develop the software for the current requirement. The acquisition also requires contractor support to perform adaptation of existing DAD and ETABS software developed for buildings with regular shapes in the previous acquisition and combine it to include the case of buildings with irregular shapes. This requirement is a logical follow on to previous award 1333ND21PNB730051 and no other contractor can meet Government requirements. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at contact@example.gov. All responses to this notice of intent must be submitted via email to contact@example.gov so that they are received no later than June 15, 2022 at 10:00 AM, Eastern Time. Each response should include the following Business Information: a. Contractor Name, Address, b. Point of Contact Name, Phone Number, and Email address c. Contractor DUNS d. Contractor Business Classification (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must have an active registration in www.SAM.gov. e. Capability Statement

Solicitation # SS-NB135000-27-00002
The Department of Commerce National Institute of Standards and Technology (NIST) is conducting market research through a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract under solicitation number SS-NB135000-27-00002. The objective is to secure campus-wide online access to a curated mathematical bibliographic and expert review database for researchers at the Gaithersburg, Maryland, and Boulder, Colorado campuses. This resource is critical for the NIST Research Library and Museum to support the measurement science mission by enabling researchers to evaluate proof validity, track citations, and discover peer-reviewed mathematical findings. The required database must contain over 3 million items of American and European mathematical sciences literature, featuring bibliographic information, abstracts, and direct links to original articles. Key technical requirements include the ability to search by Digital Object Identifier (DOI) and the provision of email alerts for new results or citation changes. The service must be hosted externally with access provided via IP authentication. Interested respondents under NAICS code 513210 are requested to provide corporate details, company size status, and information regarding existing GSA Multiple Award Schedule contracts by October 29, 2026.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
