AI Contract Overview
The U.S. Department of Veterans Affairs, through the Strategic Acquisition Center Fredericksburg, is awarding a sole-source, firm-fixed-price contract to Oracle Health Government Services, Inc. for advanced training services on the Oracle Health electronic health record platform to support the Veterans Health Administration’s transition and ongoing use of both VistA and Federal EHR systems. The contract, identified by solicitation number 36C10G26Q0045, is non-competitive and specifically designed to deliver platform-specific training distinct from the standard Go-Live training provided by the EHRM-IO, targeting informatics staff who require deeper technical proficiency to monitor, configure, and ensure the quality of both legacy and modernized EHR environments. The performance period spans from May 1, 2026, to April 30, 2027, with key deliverables including 28 Premier Passes for training access, up to 20 additional optional Premier Passes, five dedicated training classes with the possibility of one additional, and support for the Physician Architect and Nurse Architect programs, all delivered virtually through eLearning methods with no physical goods required. The contract emphasizes strict compliance with federal accessibility standards including Section 508, WCAG 2.0 AA, FIPS 140-2, and NTIA SBOM requirements, and mandates adherence to VA-specific cybersecurity and enterprise architecture policies. Pricing details are not disclosed, with all line items marked as NSP, yet the evaluation approach prioritizes a trade-off method where technical capability, past performance, and price are each weighted equally in determining the most advantageous offer. Contract administration requires electronic invoice submission via VA’s EIPPS system, payments through EFT as mandated by FAR clauses, and strict chain-of-custody and tamper-evident protocols for any physical materials. Personnel involved must hold appropriate security clearances verified through VA internal processes per VA Directive 0710 and NISPOM, and any substitution of key personnel requires prior written approval from the Contracting Officer. Contractor compliance with representation and certification mandates, including UEI and CAGE code disclosures, prohibitions on Kaspersky or inverted domestic corporations, and whistleblower protection clauses, is enforced through incorporated FAR and VAAR provisions. The performance location is entirely remote, with all work conducted electronically to designated VA project, contracting officer, and COR contacts.
