The project will replace three failed culverts located on fire service roads within Orinda Watershed lands. The project will provide a functional culvert to protect the integrity of the three fire service roads and prevent local flooding. See Attachment A for additional information. Overview and Background The Orinda Watershed Culvert Replacement Project is located within the East Bay Municipal District (EBMUD) Watershed Lands in Contra Costa County. The project includes replacement of three failed culverts that have been identified on critical fire roads. Project Purpose and Objectives The project includes three sites: Rocky Ridge Fire Road, Kaiser Creek Fire Road, and Nunes Fire Road. The purpose of the project is to provide a functional culvert at each site to protect the integrity of the fire roads, in addition to providing emergency ingress and protecting water quality and natural resources. The objective of the project is to replace the three failed culverts, retaining the original dimensions and grade. Project Location The project is located on EBMUD's watershed lands in Contra Costa County, see Figure 1a and Figure 1b. Project Characteristics The project scope of work includes the following: • Rocky Ridge Fire Road: Replace existing 54-inch, 33 feet long, failed corrugated metal culvert with Advanced Drainage Systems (ADS) double-walled, watertight slip joint plastic pipeline, retaining established dimensions and grade. • Kaiser Creek Fire Road: Replace existing 24-inch, 20 feet long, failed single-walled plastic culvert with ADS double-walled, watertight slip joint plastic pipeline, retaining established dimensions and grade. • Nunes Fire Road: Replace existing 36-inch, 30 feet long, failed corrugated metal culvert with ADS double-walled, watertight slip joint plastic pipeline, retaining established dimensions and grade. Required heavy equipment for each project site will be staged on the respective fire service road, by the construction zone. Permits All work will be conducted on EBMUD property, so no encroachment permits are necessary. A Lake and Streambed Alteration Agreement will be obtained from the California Department of Fish and Wildlife for each of the three culvert replacements. Schedule Work is scheduled to start after the nesting bird season and will be completed by October 30th. Work hours will be limited to weekdays with standard business hours of7:00 a.m.to 3:00 p.m. EBMUD Practices and Procedures Standard construction environmental and safety practices applicable to all EBMUD construction projects have been incorporated into the project and will be implemented accordingly.
