Euclid Terrace

The Euclid Terrace project, managed by the City of San Diego, involves the development of 123 single-family residential lots and seven private Home Owners Association open space lots on a 31.2-acre site located at 5702 Old Memory Lane. The scope of work includes the creation of a vesting tentative map, site development permits, and neighborhood use and development permits. Key infrastructure components include the construction of public roads, private utility improvements, and several retaining walls, including a significant wall in the northeastern corner extending north off-site along 60th Street. The project is supported by comprehensive technical analyses, including water and sewer capacity studies, a drainage study utilizing biofiltration basins, and a geotechnical evaluation ensuring site suitability. Environmental compliance is a central component of the project, with various reports confirming that impacts on air quality, noise, and human health are less than significant. The project adheres to the California Environmental Quality Act and the Southeastern San Diego and Encanto Neighborhoods Community Plan. Specific mitigation and management plans are in place, including a waste management plan targeting a 75% waste reduction goal and a storm water quality management plan. Additionally, the project includes a local mobility analysis to address traffic impacts and a biological technical report to mitigate effects on sensitive vegetation. Cultural and historical assessments determined that existing on-site radio transmission structures are ineligible for historic designation, allowing for their removal to facilitate development.
