The USCG Surface Forces Logistics Center intends to award a Firm Fixed Price purchase order to Pacific Power Group for a W-5 overhaul of the starboard main diesel engine on the CGC Sea Lion. This procurement is being conducted as a total small business set-aside under NAICS code 336611. The work is to be performed in Bellingham, Washington, with an estimated cost of 85,167.12 dollars. This contract is being awarded on a sole source basis pursuant to FAR 6.302-1 and 6.302-2, citing that Pacific Power Group is the only responsible source capable of meeting the requirement using brand name MTU parts. The justification for bypassing full and open competition is based on unusual and compelling urgency resulting from a vessel casualty, as delays would negatively impact critical Search and Rescue and Homeland Security missions. Award selection is based on the best value to the government, considering price, quality, specifications, and past performance.
