AI Contract Overview
This contract action involves a non-competitive, sole-source delivery order issued to Change Healthcare Technologies, LLC for the upgrade of the Enterprise Imaging PACS system at multiple Veterans Affairs Medical Centers, including Tomah, North Chicago, Danville, and Hines. The upgrade requires migrating from PACS version 14.1 on Windows Server 2016 to version 14.2.2 on Windows Server 2022, accompanied by hardware procurement such as HPE application and storage servers and Dell EMC Unity XT systems, as well as comprehensive services including data migration, remote configuration, integration with VISTA Imaging and voice recognition platforms, and on-site and remote training. The award is justified under FAR 16.507-6(b)(2) because Change Healthcare is the only entity capable of performing the work due to its proprietary software ownership, FDA-cleared environment, warranty restrictions that void upon third-party intervention, and exclusive technical expertise required for system maintenance. The delivery order is executed under the Defense Logistics Agency’s IDIQ contract SPE2D1-18-D-0006, with pricing deemed fair and reasonable by DLA, eliminating the need for additional price analysis. The total contract value is $1,539,352.13, covering all deliverables across multiple facilities. All performance occurs at designated VA medical center locations, with final acceptance vested in the Government, requiring compliance with DICOM standards, FDA regulatory protocols, and VHA Directive 1104 for interoperability. No competition is permitted due to the uniquely specialized nature of the software and its integration dependencies, and no alternative sourcing options exist without compromising system integrity, regulatory compliance, or patient safety. The contracting office is located in Hines, Illinois, with point of contact personnel assigned for administrative oversight, though specific contracting officer representative details are not provided. Packaging, marking, payment instructions, accounting codes, and detailed delivery schedules are not specified in the documentation, as the focus remains on software and service delivery under a fixed-price arrangement for an exclusively capable vendor.
